It would mean the speaker is hates the Bush administrastion so irrationally that they are willing to slander 2 politicians by implying a sexual relationship where none has been shown to exist, and further, that the speaker so irrationally hates the Bush administration that s/he is willing to compare teh first African-American female Sect of State - one of the most powerful positions in the world- with a slave.
