Nope. If he insisted that every other male in the office can have lunch with him, but you as a woman are not allowed, then that's sexual DISCRIMINATION. If you meant sexual HARASSMENT, then again, no it is not. If he insisted you eat lunch with him or you will be fired, then that is harassment, if he insisted you eat lunch with him and you take him up on the offer and he makes sexual advances, like touching you, or outright sexual comments, that sexual harassment.
Got the idea? And, no harassment is ever ok. If you are feeling uncomfortable with this individual, talk to your HR Manager.

Think about it! Use your common sense....
If the suggestion of going to lunch with him is innocent and he/she just wants to share a joyful moment of eating food together...hey why not right.
but if he/she is persistent on you going to lunch with and shows extra emotional gestures (good or bad) then your decision to stop the whole situation from happening and if he/she is starting to get creepy, tell somebody (HR or another co-worker)

Unless he is your boss and threatens to fire you or not let you advance in your job, you'd have a tough time proving anything of the sort.
Just don't be available when he eats lunch.

Yes it is. Go the Human Resources Office of your company and complain. If there isn't one, Google sexual discrimination and find the agency that enforces it. Contact them. Contact a lawyer and sue the guy and the company for sexual harassment.
