He's coming to the end of his time in office. they need to distance themselves to avoid the fall out just in case there is any repercussion from his decision making (ie Iraq). Bit like rats on a sinking ship.

The labour party in the UK have taken the same line with Blair. they never mention his name in the hope that people will forget about him before the next election.

CHARITY -- I really don't believe Bush's friends thought they were deceived by Bush. They really couldn't be that foolish. They were integral parts of the whole screwed up administration.
