When he said "This country needs an energy policy that encourages consumption!" did he mean just that? It would help his energy partners and campaign contributers out. Could he also have meant what he said about bringing on more insurgent attacks? It would boost his stock value in Carlyle and give him a reason to remain in Iraq longer.

He's smart enough to keep kicking the can down the road so when we withdraw from Iraq he can blame someone else - but then he's been avoiding responsibility for his actions for a long time now.
