Interesting.. I never knew that till you just asked. However if i had to guess.. I would say it is windows thinking the con is a command and not a the name of a folder you wish to create. I have created a folder called cons. simply adding an "S" to it.

Because CON stands for Console. When using the Command Prompt (DOS prompt) and you wished to create a text file from the console you would use:
Copy Con
and then type in the contents of the file and end it with a end of file marker CTRL-Z.
So you cannot have a file or folder named for the Console.

"con" is a virtual file that refers to the console device - i.e. your terminal. If you open the 'con' file and read/write to it, you're reading and writing from/to the keyboard and monitor devices.
This is because DOS has some attributes of UNIX operating systems, where most devices in the computer are represented as files. Another example is stream piping.

Con is a word reserved for the system.
If you enclose con in quotation marks that will work.

Con is a CMD.exe command prompt keyword, like LPT1, COM1, and so on. (it used to stand for console, which is your display screen, in text mode, until everything went graphical)
