If you mean software that RUNS on the cellphones, you have to pick a platform / OS first: Symbian, Java, BREW, or other?

Your question is nebulous in that you don't specify whether you mean cellphone applications or operating systems.

For operating systems, it's a far wiser choice to use C and Assembly.

For software applications, yes, it is entirely possible. There are many API stacks for phones that allow development in C++, and I do believe BREW is one of them.

However, it is much more advisable to build cellphone application software in Java, per J2ME Midlet 2.0, since you'll reach a much larger audience of customers than with any of the C++ APIs.
