China still has the largest population and they are not democratic. India is democratic and may overtake China in population considering the effort China is making to stabilize or reduce its population. Of course most of the world's people live outside those two countries and under different forms of government.

I think the answer is no, but you need to define "democratic governments" to get a better answer. Different nations have different degrees of democracy. Iran, for example, allows more than one candidate to seek an office, but the ruling religious leaders can disqualify candidates they consider to be unacceptable.

China has a loose form of democracy.
India has a democracy
Russia has a democracy
The U.S. has a democracy.
These 4 countries make up more than 1/2 of the worlds population so in essence,the majority of the worlds population is governed,not ruled, by a democratic form of government.
