How pathitic is that?

Thats WHY we have 600 dollar toilet seats, and 300 dollar hammers, If they jack up the price of recieved goods, then their budget will be higher next year. THIS HAS GOT TO STOP. This is OUR MONEY !!!

its sad but true...i work for the govt...and at the end of the year...there is so much money spent just to spend money...because if you dont use it...they dont think you need it...so your budget will get cut...and no one wants that...

You are commenting on what is normal business procedure for most organizations and businesses. If a budget line is not used up, there is generally less in that budget the next year. This is good practical sense. There is no hard and fast rule on this. Some government agencies regularly recieve less than is budgeted for them and are always operating in the red.

It's been that way since there was a government budget. It is not a 'zero baseline' budget.
We (our ship) would steam out into international waters and dump supplies overboard so as to 'use' everything and have _last year's expenditures_ as the baseline for the next year's budget.
There is, in that system, a severe penalty for thrift which explains the multi TRILLION dollar budget enacted by our (we are gods and don't have to listen to the electorate) congressmen and senators.

Yes, I've known that for many years and it's disgusting and wasteful. Our entire system needs to be scrutinized and revamped. Instead of docking agencies for NOT spending every dime that they've been allotted, it should be the other way around. Also, if they don't spend their entire budget, they fear getting those budgets sliced in the future, when they might need them. Add to that the many agencies that overlap and are duplicates of one another.

The bureaucracy is beyond astounding!

That is a problem as old as Government. I remember that hard ware store I worked for in the 60's. They had every fiscal year end a guy come in, buying every useless crap in sight, to get his budget spend (he was from the post office). That is one of the two reasons, Government gets always bigger and more expansive. the other reason is, that you get promoted, when you can create to much work for yourself and can justify some underlings. So, as a result, paper is shuffled from desk to desk, endlessly, without reason and result, other then more departments and employees.

Duh, haven'y you ever done a budget? If you don't spend the money this year, they won't give it to you next year, even if you need it. That's not just how it works in government, but in every big business in America that has different departments doing different things.
The $600 dollar hammers is from croneism, not budgeting. The military it the worst offender on this. You wanna save money, bust the military's butt on waste. And building bridges to island with no people on them.

The government can't use for-profit accounting so they use obligations and commitments to track spending.
It IS a shame that they cannot budget for a larger spending in the future based on mission.
The "use or lose" money SHOULD be able to be held into the future year.
In my time in government work, I have seen great dedication in figuring out how to use money in the current year to avoid falling short in the future.
Your talking points are just rhetoric.

My husband was in Desert Storm (part of his 9 yrs Army) and during that time he was in charge of ordering/inventory/supply. He said they would routinely THROW STUFF OUT because if they still had it on hand when budget time came they would be screwed for the following year. I can't believe it, but it happens within all government agencies and the private sector, too.

Well, that is not really true. Pretty much everything is on the table every year. It could be cut, it could be increased.

This same phenomenon happen in large copanies where some unsrupulous department heads try to inflate their operating costs. It is not unique to government.

Well, not quite.

You don't get to roll money over into next year's budget.

It doesn't matter. You've got a budget fight on your hands every year just to get what you can prove that you need. And every year it gets harder and harder.
