Sure you can. And, depending on the type of garlic you choose, you can get some beautiful large flowers from the garlic if you choose to let some of it flower. The hard neck garlic produces some of the prettiest large pompom type flowers. Also, when you harvest your garlic, don't neglect the garlic scape because they are great in stir fries or sauteed in garlic and butter. I just love garlic.
Here is a really good site that should help you:

I couldn't find anything about growing garlic in England specifically so Texas will have to do, but it should all be the same.

Good Luck

I found growing Garlic really easy, take a bulb of garlic and plant 1 clove where you want to grow a new bulb. Soon you will see what seems like an onion growing, wait until the stem seems woody then uncover a small bit of earth above where you expect the bulb to be.

If theres one there that looks like the right size leave the top of the bulb exposed to let the sun dry it slightly then pick.

If the bulb seems too small cover it back up.

Very satisfying and easy to grow, I operate a 1 bulb out, 1 clove in policy.

Remember the better clove that goes in the better bulb you get out.

Good Luck!

Very much so.Traditionally plant garlic cloves on the shortest day and reap on the longest. This actually works but you don't have to be so precise.you can plant now and you will still get a crop.
