He looks me dead in me eyes, not in a mean way, not in any way really, but when I speak to him he just keeps looking, but does not speak back. I don’t know him, I don’t know his name or what he does. I just see him in the office building that has a total of 14 floors sometimes.

Really shy or more likely a rude jerk. I ignore people like that in the future unless they speak to me first. If you think he is just shy, next time smile, say hi and look away.

I think he has a sexual perversion. He is getting a fixation of you in his mind to play out having sex with you later.....in the privacy of his own home. Or, do you notice this behavior and you notice him making a trip to the men's room? I think he is getting a picture , fantasy, of you in his mind----and then finishing a sex act later.
I would stop the eye contact with him.

He sounds crazy...i suppose he could be a mute but then he could probably try to communicate that by writing or signing.

im not sure...most people would say something back less he is like "abc" said "deaf or mute" then again maybe he just freezes around you and cant think of anything to say sorta love struck?
