panels are to be formed up horizontal on existing slab with welded mesh reinforcing and lifted into position when set.
Aside from cement, what can be used to cast the panels (which are not load bearing, loads will be taken by columns.)
and keep them as lightweight as possible yet resistant to impact?

Hmm...this is a tough Q's to crack...nevertheless assuming that you are talking about the final product as external wall panels, aside from cement, ...
1. You can use lightweight concrete but the cost is indeed much more that concrete.
2. Fibre glass with epoxy resin bonding onto the mesh- pretty much like materials for spa bathtub, surfboards, air-craft body.
3. Cellulose foam material similar to light weight concrete hollow blocks but using natural materials.
4. Fibre cement mixture- cement and fibre mix like fibre
board.
5. Light weight used wood fibre mixed with cement.
6. Any thing that you form fibre with ie paper mache with adhesive but you have to waterproof it.

Forget lightweight, but COMPENSATE using proper footers. Think Pre-formed Concrete, no matter your other notions.

Certainly you MIGHT find a manufacturer that will offer that in Fiberglass, with foam; but why would anyone want to?
