fuses good, bulbs good, if i move the head light switch inbetween parking and head lights the dash lights and rear parking lights and license lights work but the head lights don't.

There you have it... your lights switch is bad.

If you have a short, you will be blowing fuses like pop corn kernels.

Best guess, Light Switch needs replacement.

You have a dead short in your electrics, unfortunately you have not told us what sort of car you have as this will help direct us towards where the problem my be.
For example a ford escort/sierra have been known to have problems with the rear light connectors, Peugeot 306 have had problems with the cables that run between the drivers door and the fire wall of the car.

The easiest fix would be to go to the auto parts store and purchase a new headlight switch. There is obviously either a bad connection iside due to dirt and or corrosion, or there is some sort of short. Headlight switches generally are not expensive, depending on the make and year and not difficult to install.

whats up? i am so sorry to hear about that... man it sucks, the same thing happended to my car last night.... i was at kfc, and i was looking in my rear view window, and could not see my lights glowing.... i was angry, my rear lights, and my dasboard lights were not working.... all i need is fueses, but all you need is a new switch, and it is very cheap to have that changed, trust me you will not be spending over $50.00 because that is a very common thing with cars ecspecially with hondas, is that what kind of car you have by the way? well just hit me back, and let me know what happens...... good luck, oh yeah you can hit me up on myspace too www.myspace.com/eternal913

you probably have a wiring problem somewhere, I used to have a car that if i turned on the raido the lights would shut off, If you bought if from a dealer i would bring it back and ask them to fix it, if not I would take in in somewhere you trust and have them take a look at it

if this is something that just starting happing and you have had the car a while you may have to striped wires that are touching and hare sending mix signels and you may just have to put some eletric tape around them.

you probably have a wiring problem somewhere, it may be as simple as two wires touching, or the wrong fuses in the wrong sockets.
I woudn't recommend fiddling with the wiring yourself though, take it to an auto electrician (go to one direct rather than through a garage that way you only pay his fee, not the garages too).

have your switch replaced immediately.this can cause short circuit on the whole electrical circuit.
