Normally it's for Maps and things that are not needed on a regular basis. This started in the 1920s when Limousines and Town Cars were the in thing, and Chauffeurs drove people of means around for errands or tours. At that time, Magazines and articles for reading, books, etc. were stored in similar pouches on the Back Seat or divider, as well as in the sides of the doors.

Its there for the back seat driver! I keep maps and tissues there too., also puzzle books for if i get in traffic jam and have time to do them.

Based on personal experience, it was a place for the kids to keep their coloring books and toys when we were on long trips. Now that the kids are grown, it's a place for grand-kids to keep their things.

Apparently its for kids crap. My daughters' stuff is in there. I have two pockets, and there are some tissues in one of them I think.
