FX5700 Ultra draws about 46 watts. It could be stressing your 250 watt power supply. Consider getting a 300-350W power supply.

Was your old video card integrated in the computer? If so, you must disable it from the system BIOS first.

Insert your new card. When Windows starts it should display in low resolution. You then need to install the drivers.

This also may be the cause, since I had a problem like this before. The video cable (or adapter might be bad). In my case, I would turn on the computer and see the computer start up, but once Windows attempted to start it would blank out. Try a new cable, especially if it's a DVI or a Y adapter. I found out it was the adapter that was bad.

I don't think it's a power supply problem. If in fact your computer has the proper slot, then your computer should already support this voltage.

anytime you get a nice video card, you should check the power supply to see if it's suitable for your computer. I bought a Raedon x1600 last year and it blew out my power supply of 250 watt. I bought a 400 watt power supply and I've had no problems. I checked out the specs, and you need at least a 300 watt power supply. I would be safe and go for 400 though, I don't think the prices are that much more expensive. Check out newegg.com.

A simple thing is did you install the drivers for the graphics card . And if you previously had a pci graphics card you have to go into the bios and change the primary video card port.

Hm, could be a couple things. First thing that jumps out at me is you have a weak power supply, that could be a problem. Second, make sure you have the latest drivers installed for your video card. And third make sure your refresh rate is set for something your monitor can handle.

Tap the F8 key while the system is starting. When the menu comes up, select to start in vga mode.

Once your in, go to device manager and make sure the card is recognized and the correct drivers are installed.

Also, you may need to go into you BIOS and disable the onboard video if you have one on your motherboard.
