This age-old question (really about perception) has a practical answer. It depends on whether one is filling the cup, or emptying it. If one is drinking from it or pouring out whatever is already in the cup, then the answer is half empty. However, if the cup is being filled, or re-filled, then the answer is half full. If neither action is taking place, then, being an optimist, I would say that the cup is half full.

If you take a cup, and you put something in it, to the half way point, that is half full!!
If you have a cup, that is full, and drink, half of it, the cup is half empty!!
