Well if your looking for a good WYSIWYG editor I would suggest Dreamweaver. If your looking to build a site entirely in Flash you will need that software as well.
No matter what I would suggest you follow the international standards on (x)HTML and CSS at a minimum.
Good strong keyword rich content and nice images are very important as well.
You will need to have a solid working knowledge of (x)HTML, CSS, JavaScript as well as possibly a programming language like PHP and a DBMS such as MySQL.
