A 40% chance of rain means that given the exact weather pattern that day, it produces rain 40 times out of 100. So basically the odds of it raining are, well, 40%. It has nothing to do with the area, it is a probability at a point.
Generally planning on the rain depends on your area. For example, when I lived in the Michigan/Indiana area, I wouldn't worry about anything under 50%. Now I live on the front range in Colorado and if it is 30% or greater I bring a coat with me because we tend to get random showers off the mountains.
A good rule is less than 30% don't worry about it, 30-60% plan for it but it still as the chance of not raining, and greater than 60% plan on rain at some point that day. But again, it depends on your area.

As the percentage increases, the more likely it's going to rain,. if he says 40%, then there is that chance of rainfall, but if you listen more closely, you will find he is referring to measureable rainfall.
