Wasn't it clear the last two times they tried it that Americans say no to amnesty for illegal aliens? Why does congress continue to harass the America citizen and bow down to the criminals?

For years business have been hiring illegal aliens (Mexicans) because they will work cheaper and the employer doesn't have to pay social security and taxes. Now that there are so many of them, they have become second class citizens. Something must be done to clean up this mess. We can't send them all back, nor can we afford to pay the cost of social services to keep none tax paying people. Therefor make them citizens and allow them to support the system like everyone else. Don't blame them for wanting to be here, blame the business's that brought them here.

The only reasonable answer: campaign contributions. The left wing liberal loonies want that money coming in, so they pander to the small minorities willing to pay up. Mr. Durbin certainly is not doing anything to benefit the US or his constituents.
