Jenolite (available from Halfords and many other auto parts sales outlets.) It comes as gel which you spead on the rust leave it for an time (instructions on the container), wash it off and normally you have a painted surface. I have never used it on large areas but where I have used it it has given a good job. I find it particularly good on motorcycle frames, particularly where bolted parts generate rust when road salt gets on them.

the only bit of info i have is for preventing tools getting rusty and that is by putting mothballs, chalk and charcoal together in a box and these will absorb the moisture and therefore stop rust. rub down also with car wax or oil as this gives the same effect. even typewriter erasers wil do the trick or just cillit bang it but personally find that absolute rubbish.

There is a product called Chassis Saver which is used for restoration of old cars. Moreover it would need a welding job if the rust is too much. : ( poor car lol
