I would like to close my old paypal account, however it is currently been limited so they wont let me close it. I have fax them everything that they ask for, but still they wont lift off the limitation. So is there any way I can do to close it? By the way, I currently have another Paypal account with the same info just different address and bank account. Will they link the 2 accounts together and limit my new account?

I can't see why you could not, limited or not! (done it more than once)
Enter that account and follow the procedure to delete (close)
Delete the cards and bank accounts first. Make sure there is nothing left in the account (monnies), otherwise, you can't close it.
They should not link the two accounts: a different account number is a different person, even if the personal data are the same.

You cannot close a limited account. You are not given the option and they will not do it over the phone. You have to resolve the limitation if possible. If you open a new account they may limit it as well. Depends on the limitation.
