You need to change the resolution of your display.
Right click on the desktop and select properties, then go to the settings tab and up the resolution to either 800x600 or 1024x768 (on a Tecra 8000 the later is more likely).
If you can't change the resolution then you'll need to find out what video hardware your computer has and install the correct drivers, they should be on the CD that came with the laptop assuming it came with one, otherwise you'll need to download them off the net (the Toshiba web site should have the correct ones).
If you want it to stretch lower resolutions to fill most of the display (but the scaling algorithms used back then were crap so expect a bit of a jagged look to it) then you can get into the BIOS by pushing ESC while the Toshiba logo is on screen and finding the display stretch option.

Actually I believe you have a different problem with your display which relates to the monitor setting in your Cmos. This should allow the computer to display on a full screen even when in "vga mode(640x480)" I have the same issue on a dell laptop and have been advised to contact a dell service centre. It is not a windows resolution issue. Changing that setting will change the display size on your monitor but when you have filled the screen, the fonts will be very small and possibly unreadable.

You should increase the resolution on your laptop. If you can't then you'll have to download the latest driver for your display adapter (see link bellow. You should check the download this by viewing a series of ads radio button and selecting No Thanks, Continue if you don't have a Driver Guide Login) If you don’t want to do this you could go into the BIOS settings by pressing the F1 (I think, I haven't got my laptop on me to check it. If it doesn't work try F2, Esc or Del instead) key when your computer starts and turn on the stetch/fullscreen option.
