Your ISP issues your IP Address. And most people have a dynamic IP address that their ISP changes every 24 hours or so. Pretty useless to anyone.

In the USA, the only way to get an ISP to release personal information ( name, telephone, address etc.) about a particular IP address is with a Court Order.

And Court Orders are usually only given out in the case of serious criminal activity.

I wouldn't hold my breath.

IP addresses are assigned in 'blocks' of at least 256 at a time to specific Companies / organisations .. and who has been assigned what is a matter of public record ("whois") . so you can for sure find out who the 'owner of record' is ...

The problem then is that multi-national companies, such as Microsoft, will have been assigned large 'blocks' of IP addresses (maybe 16 million at a time).. and the Company then decides how to sub-divide their addresses .. and knowing that an address is part of a block assigned to Microsoft does not tell you if the user is Microsoft China or Microsoft Brazil .. or UK or USA ...

BUT plainly Microsoft knows .. so any authority that can get access to MS own records can find out where they assigned that address (i.e. which country, city, street, building and actual PC ..)

Still you might get lucky .. maybe the address is assigned to a Company that is based in a single building in one location ...

It's not very hard, everyone can look it up:

http://www.geobytes.com/IpLocator.htm

There are other advanced tools that the police uses to locate exact lattitude and longitude..

To answer you, yes it can unless that someone was using a laptop to get internet from a public or private WIFI, then it gets difficult to trace..
