it has to have a conflict and a compromise
but it cannot be as narrow as a specific court case

You might try the Inland Regional Center in San Bernardino, CA. The link is below. They work with the mentally disabled and through programs help them in and out of the criminal justice system. They could be a good place to start. They can tell you how and what they do to help.
