There was an article online a few months ago about a small island off of the coast of England that was for sale. It had been a fort during the WW2. The owner claimed it was an independent nation. Does anyone know the name? Or have any links to articles about it?

It isn't an independent nation. It is an old fort in Portsmouth Harbour. Mainly only accessible by helicopter. The BBC did an item about it recently. Try searching www.bbc.co.uk
