your heater core is probably shot and your probably low on antifreeze...your engine may go soon if not later

Verify that your heater/AC vent blending switch is operating. This is on the firewall near the heater core hose input. Verify the blower motor is operating. Check resistors if not. Your thermostat may be stuck closed or partially closed, restricting coolant flow to the heater core. Verify water pump is operational by uncapping the radiator and checking for circulation. Squeeze the upper main radiator hose. If it's warm and pressurized, coolant is circulating. Verify the previous owner did not bypass the heater core with a short section of radiator hose.
On the AC, check belt tension. Snug the belt if loose. If no improvement, the compressor clutch bearings are worn. Replace only the compressor clutch assembly, not the compressor.

First, the AC, you may need to have your Throttle Position Sensor (TPS) checked.
The heater has a vacuum that may be lose. But, how this work. There a valve that turn the water on/off to the heater core. Sometimes when this not used for a long time, it may become corroded and the vacuum not strong enough to open for the hot water to flow through the heater core. It can be cleaned, but, most times it best to replace. This all I would know from not seeing.
"it is me" makes a good observation, if, you low on coolant, this too can cause it not to get hot. If, it low, there probably a leak and "it is me" has the best answer.

It could be several things . Low water in the Radiator , Stuck Thermostat , Stopped up Heater Hose , A Vacume problem going to the control panel , a missing Heater Coil , or a bad Heater Control Valve .

when you turn on the A/C the engine should rev itself up if not the throttle body bypass airflow screw motor may be bad and the heater dose not operate with a valve it has air chambers that redirect the air flow one way to check operation is turn the car to run and switch from hot to cold on low you will hear a motor or feel resistance in the switch if its a mechanical switch but first check the level of colent and make shure it is a proper blend of colent and water to much water and it will boil not enogh and it will clog

You might need to run a cleaner through your cooling system, sometimes the corrosion get so built up that the hot water does not pass through. Is the fan working? Make sure that the linkage that controls the heater operation is hooked up and working.
