Different radios operate in different ways. Yes, leave them on. The alarm will only activate with the power on.

A basic weather radio will activate when the National Weather Service activates the alert tone. Some will just alarm until you turn it on, others will alarm for a preset time and then automatically turn on.

A programmable weather radio will recognize the data pulses that precede the alert tone. (They are 3 buzzing noises before and after the announcement) A programmable radio narrows the area that the alarm will go off for. The programming codes or SAME codes are available from the NWS website. The alarms generally are set to activate for 5 to 10 seconds and they switch to the radio for 5 minutes.

The important thing again is to leave the radio power on.

If it is a weather alert one, yes, a red light should be on indicated that the radio is ready for listening and ready to recieve alerts. There should be three buttons, one to put in stand-by, the second to test the alert siren, and the third is to turn on the radio. Added note, each Wednesday, the National Weather Service conducts a weather alert test. This is to make sure they are able to sound the alert when dangerous weather does approach.
