There are people that are obsessed with tattling, pointing out infractions of rules (whether these rules be actual judicial laws or just matters of morality or etiquette), persecuting, accusing, disapproving and condemning other people. They are usually also totally uptight prudes that are offended by everything.
What causes someone to be this way or become this way?

more cases then not it is people who have been chastise for breaking the rules either by penalties or favor while others get away for breaking the same rules.

After a while it becomes what is right for the goose is right for the gander, or if you prefer "if I can not get away with it you sure as h### are not."

I think people who are like that have many major shortcomings in their own lives and like to tell others what to do in order to feel somehow more important than they actually are.

I think it's a control thing since their lives are out of control
