So many flaws in the argument.
Obviously Iraq isn't poised to be any kind of power - they can barely take care of themselves. They certainly wouldn't be poised to do that in the next year (you say Bush's rule - he's not a king or dictator - he'll be out in a little over a year - I Promise).
Saddam was hung and convicted by his own people / Iraqi government. So for the parallel to be complete, the U.S. population (having been liberated by the invading Iraqi army) would have to try Bush and sentence him for Crimes Against Humanity. Not a likely parallel.
I don't see an Arab army in your scenario (however crazy it is) performing any trial at all, if they were able to get an American President. They would resort to assassination - courts aren't part of the deal.

1st of all they never had a chance at defeating the US but lets say they did and are the no. 1 super power of the world.
Their a worse tyrants out their the Mr Saddam, but he would not be able to do much to Bush at all unless the invaded America and captured him. So now we are in a more unlikely scenerio but lets say they did and won Saddam would want to catch Bush alive and use him as propaganda just as we did to Saddam.
You may ask who makes the rules? Well thats easy after every major war the winners are the ones who make the laws.
So I believe Saddam would have put Bush on trial (if he was captured) and found him guilty of invading their country unjustified and sentenced him to death for war crimes.

Well, those that would not convert to Islam would be killed. Beheaded. The women would be raped and some killed. Those that complained would be set ablaze.
The liberals that assisted would probably end up killed and the remaining liberals would be allowed to live like rats. Scrounging around for food and money. They would never get paid as much as an Iranian or other Muslim because they are still considered to be of an animal status.

there are two answers-
both depending on what government Iraq
is lead by. But since it supposedly defeated
the US I assume lead by extremist
Muslims (the only way other than 'democracy' it could be a superpower)
they most likely would chop his head off, video tape it, and post it on the Internet.
Mostly to cow the undefeated countries into
surrender.
this is really a very unrealistic question

If Iraq became a superpower? How about if Califormia repealed the law of gravity? Makes about as much sense.
And Iraq couldn't defeat America when it can't even defeat itself, although not for lack of trying.

Nothing because they could not occupy the United States...
Now if they did then they would put him on trial for war crimes... or they would turn him over to the world court since a lot of nations believe that this war was illegal by the UN standards.... but the international legal offices would probably suspend a trial indefinitely. He would never see the inside of a court room.

Total annihilation is what they would do to us as Americans, and to President Bush, who would be done with as well. They wouldn't care that he wasn't in charge any more. Being how that would be many decades away, Bush will have already died by then. However, if he hasn't, then they would probably thank him for liberating them, and allowing them to become a superpower, and probably encourage him to run for president in Iraq.

Saddam was hung by a free Iraqi justice system, not the U.S. If Saddam conquored America instead, he would have set up a tyranny and ordered a lot of people killed with no justice system involved at all.
