No. Making a Hangman's Knot, in and of iself, isn't illegal anywhere within the US, especially since a noose isn't legally defined anywhere as a weapon (although there are some Boy Scout troops that specifically won't allow you to make those). A lot of people would get in trouble on Halloween if it was. But how you display it could be taken as a death threat against another person, which is certainly illegal if it's considered plausible that you are capable of carrying out such a threat.

They are saying the hanging of the nooses was a hate crime. It certainly is a threat and I don't doubt that there is great prejudice in that area. Prejudice is always a nasty thing no matter which way it's pointed. Hanging a noose does not involve beating any one up. Hanging nooses is an emotional crime against humanity but it doesn't involve beating the snot out of someone.

Well while I don't think there is a law against making or having a noose. There are laws that you can be charged with in the deployment of said nooses.
Criminal trespassing, malicious mischief, and I'm sure a savvy DA could come up with a few more.

Not sure about a noose law there, but I am quite sure, aggravated battery, mob action, and attempted murder are still crimes......or atleast until the reverends get done. Seems with an empty noose (while disturbing)....no one was hurt. On the other hand one student got his *** kicked by six thugs. That seems to be getting over looked.
