This site has a pattern for the beanie cap. I don't know if the pattern has instructions for the propeller or not. Here's what I would do... Get a child's pinwheel, disassemble it and use the parts that make the pinwheel rotate to make your propeller rotate. You can make the actual propeller out of the metal cut from a soda can that you spray painted to match the hat.

Excellent question. I remember when I was a kid, I owned a propeller beanie and was the coolest kid in the neighborhood. That was until, one windy day it blew it off my head, into the local river and I never saw it again. So I made my own, I went and bought a cheap hat and stuck a pinwheel in it like Pat C suggested. It was not the same, but made due until I could afford another one.

The actual hat wouldn't be a problem. Finding the propeller would be the hard part. The best place to start would probably be a hobby shop that sells model airplanes, etc. and see if you can purchase a propeller and parts there, to add to your hat.
The hat could easily be purchased or sewn at your choice. If you want to sew it, my favorite pattern is called "Home Run Hat" from Timber Lane Press and it is an excellent pattern for adults and children. Here is their website: http://www.timtexstore.com/
Timtex is a great product for the brim. It isn't as stiff as the store bought hats, but it does a good job.
