Last night I reformatted my Dell laptop, and now the speakers are really, really quiet. Why, and how can I fix

I used to play music over them all the time, but now I can barely hear it! I installed all the drivers from the CD Dell supplied, but now I am at a loss as to how to fix this!

It looks like you deleted your soundcard driver in the process. Reinstall the driver.

Double click on your speaker icon, this will bring up the master volume control panel. Adjust both "Volume Control" (which is the master control for everything) and "Wave" (which is how loud waveform playback is in relation to other thing like the CD player and synthesizer channels).
