Many have expressed the opinion that the police were a little too ready with the taser. I don't even know why the young man was not allowed to speak. He might have done something wrong, before the camera was on him, but I did not see him do anything that called for the taser gun. Why were the police shutting him up and grabbing at him? What did I miss?

It showed a certain lack of professionalism on the part of the campus police. Kerry, the speaker, actually wanted to answer the jerk's questions, and wasn't happy about the way he was handled.
Really, a couple of police should be able to remove a nonviolent heckler, without the tazer.
