To speak at the UN, which is what most world leaders do from time to time. Plus he is speaking at Colombia University as well.

Money talks in the USA. He spends millions like your average person spends dollars.

To engage in diplomatic talks with America over the issue of dismantling their nuclear program.

Troy if we aressted him after luring him over, we would possibly end up in a nuclear war! Would you want to see New York in a mushroom cloud? No! So the only way to get through this is to engage in diplomacy FIRST!

He is here to speak at a united nations conference. That is the only reason we are allowing him to be here. In my opinion, they need to wait for him to come out, throw a black bag over his head, indict him and bring him up on charges of murder and terrorism for killing U.S troops in Iraq. At least we showed as a nation we aren't completely insane as we rejected his request to visit ground zero. I share your confusion and frustration as to why we would let him into this country, U.N be damned, they hate us anyway.
