Lessons especially for beginners should be half an hour and will range in price from $25-$40 for 30 minutes. They will not likely be listed in the yellowpages, but you may find music schools listed where instrumental instruction is taught and they may have voice instruction available. You may also call local theatres to see if they have any recommendations. I would ask each teacher if they would be willing to do a consultation with you so that you can see which teacher is right for you. You still need to pay them for their time, but I think it's worth finding out which instructor is right for you. Tape record the sessions and go back to them a few days after to see how you feel about how each one approached your lesson so you may choose the right teacher for you. Price is not the best indicator. You may like the least or most expensive one.

good luck!

Voice teachers will probably not be listed in the Yellow Pages. This is the sort of thing that gets around by word-of-mouth more than anything. After you've been in a few plays, you'll discover who teaches and who takes from whom. $50/hour is not unreasonable, esp. in a place like St. L

I would recommend calling a local university and ask for the vocal department. Ask if there is anyone on staff who teaches privately. If you can get a professor that would be great, but you may only get a teacher's assistant. Lessons will most likely be 60 to 90 dollars an hour.
