The fare between SEA to LAS around $99 one-way, sometime you can get $79( southwest, alaska airline), fly from vancouver is cheaper than Victoria too.

Bus From Victoria To Seattle

While there is a ferry in Port Angeles - next town over from Sequim - it goes to Victoria on Vancouver Island not Seattle. There's NO ferries up there that go to Seattle. The only way to get there from Seattle would be to take the ferry from Seattle to Bainbridge Island and then drive up from there. The ferry is about 35 minutes and the drive is about an hour and a half. If you're not old enough to drive you'd have to see what buses run that route and get on the ferry as a foot passenger.

There are several ways you can go. I would suggest that he should take the Victoria ferry to Port Angeles and then take a bus to Seattle. I've done this on public transportation and made it to the airport in about 3 hours, which is good because if you drive it takes 2 1/2 . Another way is to get to Bellingham and take the train.
