I will second "Helga" & "can76chaser" on the best spot to have a picnic in the LV area is Mt. Charleston - Toiyabe National Forest. They have picnic facilities, camping, hiking trails, etc.
Mt. Charleston is 12k ft, beautiful old growth forest, incredible scenery.

Sunset Park
IMO a fun picnic is to take a blanket and grab a spot in front of the Fountains of Bellagio, after dark is the best time. All you need is a bottle of wine, and a couple of glasses. >You could do the same by the Siegfried & Roy statue at the Mirage Volcano, but the fountains are a much better spot.
I would call and make sure the wind is not blowing at Lake Mead if you want to have a picnic there. 1-702-293-8906. when it's windy, the sand is a killer.
Red Rock is not a good spot for a picnic >IMO

Sunset park is south east of McKaren Airport. It has plenty of grass, a few ponds and trees. It has all you need to have a good picnic in las Vegas.
It should be noted that it becomes cold during the winter. Check out the weather to see if it will be warm enough. If it is not, then going to a place like red rock canyon to visit and explore would be a good idea.

red rock canyon or lake mead - about 20-40 mins out of the city. take normal picnic stuff. I would stop at a grocery and hit the deli, a lot of fun.
another good choice is Mt. Charleston - really pretty and cool temps.
if you want to stay in the city area, head west on sahara, really great park up by the library there and pretty.

Red Rock Canyon located just outside Vegas. Visitors road and center. Plenty of trails and beautiful rock formations. Take sun screen, sun glasses, and a light jacket (it is finally starting to get cool) you probably won't need it, but when the wind blows you might. As far as food, whatever fills your gut. Who cares about food when surrounded by such beauty. There is a small fee to enter the Canyon.

Sunset Park eastern and Sunset.
Bring you regular stuff.
Lots of grills thee and tables and located near the restrooms.
in addition a beautiful pond you can even fish there
