She isn't relaxed or wet enough. Try more foreplay, kissing, cuddling, hands, mouth, both of you can orgasm without penetration. After a few weeks of orgasm without penetration, set the mood with soft music, dim lights, candles, soft bed and try again. Kiss, cuddle, pet for an hour or two until she feels wet and ready. Use lots of lube and take it very slow and gentle.
