C = How early Cindy was.
M = How early Maria was.

M + 23.5 = C ( from sentence 2)
M + C = 38 (from sentence 3)

M + (M + 23.5) = 38 (substituting equation 1 into equation 2)

2 M + 23.5 = 38
2 M = 14.5
M = 7.25
7.25 + 23.5 = C
C = 30.75

Cindy was 30.75 minutes early, Maria was 7.25 minutes early.

maria and cindy
lets cal them M and C

Cindy arrived 23 1/2 minutes earlier than Maria
so: C+23.5mins=M

If the total number of minutes that they were early was 38
so: C+M=38

so there are 2 ways to do this substitution and elimination
im beter with substitution so lets do that

C+23.5=M
C+M=38

since M=C+23.5 you sub that into the other equation, like:

C+ (C+23.5)=38

than its simple

2C+23.5=38
2C=38-23.5
2C=9.5
--- ----
2 2

C=4.75

now you sub back into the first equation to find M so: C+23.5=M
(4.75)+23.5=M
28.25=M
