Sounds like vapor lock! Try throwing a small glass of water upon the carb body and wait a few seconds to see if the fuel will drop back to liquid rather than vapor! Then give it a pull start test, if it quickly starts, than that is what is happening.

The heat from the motor rises to higher parts of the mower, causing the carb float bowl to boil the fuel once the engine has been stoped. Good luck! or clogged air filter element!!

First, check your oil level, if it's low but not totally out, the engine components may have expanded past their working tolerances but not quite seized. Also as mentioned above, the heat core on your spark plug may be getting funky so ditch the old plug for a new one. Try cleaning out the carburetor as well, don't just spray cleaner into the intake either, remove the bowl and clean that out as well, make sure to re-seat the gasket appropriately and if the bowl has a flat spot orient it below the float hinge.

Honestly, sounds like either a clogged air intake, or a fouled injection/carb.

Spray a little carb cleaner in the filter inlet, or, if you can take a tank of frustration, pour half a can of SeaFoam carb/fuel cleaner it will work wonders (don't worry about the white smoke, seafoam does that).
