-8 (negative eight) is the power so it is the power to negative 8

is the answer 1.9 x 10 to the negative eighth?

As both numbers are to the same power, then simply subtract 2.3 from 4.2
4.2 - 2.3 = 1.9 = 1.9 x 10 to the -8
