I believe my father was murdered,my step mother would not allow an aptopsy,as his daughter what can I do

Unfortunately, without the law stepping in, there's not much you can do. I have worked in medical records for 5+ yrs as far as DPA (Durable Power of Attorney) reads, the hierarchy as to which family members are where in a chain of command for decisions relating to patient care are as follows:
1. Spouse
2. Parent
3. Adult Sibling (brother or sister)
4. Adult Child

However, I would advise you to speak to the police and see where they direct you. You do have rights as next of kin, most people would just rather not let you know that.

I'm Not a lawyer but this is what I would think,
As you are a minor, I believe you would be able to do nothing but if you are not a minor you could put in an appeal into the friend of the court.

Talk to the county coroner. It's his call. In most juridsdictions, this is different from the medical examiner.

contact a lawyer and get them to petition the courts for an order requiring one

If you have any evidence, not just a gut feeling, you should contact the local medical examiner and tell him or her.

I would suggest you talk to your dad's doctor
