The number is the measurement around the biggest part of your chest, in inches. Regular if you're of average height, long if you're tall. Best thing is to go to a men's clothing store and have them measure you. You'll also need your pants size (waist and inseam) and shirt size (distance around your collar and sleeve length).

The first number is the chest size (including shoulders); the second number is your pants size. The long is a bit odd because the 36 would be followed up with the inseam length like a 30, 32, 34, 36, etc.
Places like Express have been pushing this "long" thing which isn't cool. It basically cuts the pants at a 32.5" which works for some, but not all.
Ideally, try on the jacket. Button all of the buttons - even though you never wear the bottom one buttoned. Make sure you can lift your arms and the whole jacket doesn't pick-up with it.
The pants are like all pants - buy your size.
Depending on the maker, different design houses make different cuts of suits. Try to find last months (or month befores?) GQ, they had a comprehensive layout of all of the suit. Ralph Lauren makes a bigger suit, Kenneth Cole is slimmer cut for smaller guys.
You can go to Target and try on the different suits there - it makes sense to buy separates - that way you can work with what you got.
Finally, it's not crazy to take an almost perfect suit for alterations - or even better - to buy a suit, keeps the tags on, and take it to a tailor for their opinion of how it'll fit and how to make it fit better. If it doesn't work out (jacket, pants, or both), return them and exchange for something better.
