I have been living with this man for 22 years ,we never married.is Palimoney legal in NYS

You probably can. A family law attorney can help. However, it depends on the circumstances - did he make any promises to you that you relied upon?

NY doesn't have common law marriages.

I am pretty sure that by law you are concerted married by common law after just 10 years
