Is having one breast larger than the other a risk of breast cancer. I'm talking about having like an A cup on one side and a C cup on the other

Totally normal.

Talk with the family doctor.

Some usually want you to wait until you are over 18 to operate on you, but there are exceptions.

BTW mine were very uneven and I never "evened out" like some people say, I ended up getting a breast reduction at age 32, not just because I was uneven, but more because of my back pain.

No, almost all women have one breast bigger than the other. Having said that, most are not that different. I actually know one lady that has one, one cup size larger than the other it is not a big deal.

No having one breast bigger than the other is normal
Its more normal than having both breasts the same size.

It's not a problem at all. I have that too, but it's less obvious now. =)
