It is a compliment most of the time.

It does hurt a little though if the guy is someone I am romantically interested in. That has only happened once, and it was a bummer.

Usually the "love ya like a sis/bro" feeling is mutual.

Since you are a girl, it is a weird situation. Normally, it is an insult because it means they would never pursue you romantically. But believe it or not, this is becoming a line that guys use to "neg" girls. If that is the case, it is a compliment in the sense that he wants you. More likely it is the first one. No! I'm not offended. In fact most of the time, I'm relieved to hear it.
Guys can sometimes be our best friends. I have had several.
Most of them were better friends than my girlfriends.

If a guy tells you he likes you like a sister. That is good!
Besides, if it's a more romantic relationship that you want with him, give it time. The strongest relationships usually start out as just being friends!

I've always taken it an insult. Most the time I get the "I love you as a friend" speech.
