I would favor PVC pipe with materials added around one end to make the handle. The PVC pipe, if sanded lightly will take dayglow spray paint for the glowing effect. Depending on your planned use of it, you could make the handle of wood or paper mache or cloth and more durable glue than is used with paper mache. After building (or carving) the shape, finish with gloss or matt enamel paint to your taste.
