Wind, which is what moves clouds, is simply the movement of air from an area of high atmospheric pressure to an area of lower atmospheric pressure.
The effect of the Eastward rotation of the Earth (called the Coriolis Effect) deflects that air movement slightly to the right in the Northern Hemisphere and to the left in the Southern Hemisphere. This deflection is greater at the equator than anywhere towards the poles, because a point on the equator, as the spherical Earth rotates, moves Eastwards further than a point towards the poles.
This means that air moving Northwards in the Northern Hemisphere tends to move anticlockwise (cyclonically) because the initial deflection nearer to the equator is greater than the deflection in higher latitudes.
In the Southern Hemisphere, air moving Southward tends to move clockwise (anticyclonically) for the same reason.

When the world spins,it carries the atmosphere and thereby the clouds also with it.This can not be considered as movement of clouds as they actually spin with the earth.The actual movement of clouds we observe is due to the prevailing winds at the height at which the clouds float.But for the wind , the clouds will remain over a place just like a geostationary satellite which are synchronised with the earth's speed.

The clouds and air are connected to earth by gravity just like people and cars. In general all three are unaware that the earth is spinning. Differences is temperature cause winds and clouds to move across the surface of the earth. Only when moving from north to south does the wind notice that the earth is spinning, then the winds begin to curve and move in a circle. This is what causes the circular winds of Hurricanes.
