The tree appears to be dying in the areas where this stuff is. What is it, and how do I get rid of it? Will the tree survive?

It's a spruce, not sure what kind, but definitely not a blue. The green stuff is on the lower portion of the trunk and spreading up to the branches - tree is located in the front yard, gets full sun, is approx 10 yrs old and 20 ft tall.

Sounds like lichen, which is harmless. If the tree is dying, the lichen is not the cause, something else is. You can't get rid of lichen.

Is the tree leaking sap which is then getting moldy? If so, again, the mold is not the problem, whatever (bugs, worms, birds) is damaging the tree and causing sap flow is the problem.

See the link below for a list of spruce diseases.

----Hello, I'm a Certified Master Gardener. ----

It may be lichen. Pronounced: LYE KIN

Have someone from your County Agricultural Extension come out, look at it, take samples if necessary, and advise you from there.

Or call a plant nursery in Oregon or Washington, where they must have experience with such matters. I recommend NICHOLS GARDEN NURSERY, in Albany, Oregon.

I sincerely hope this helps you. .
