your asking why I guy comes out with such an odd phrase when he is trying to say how he feels.
ITS COS HES A GUY!
Guys often dont have a clue how to describe how they feel, they rarely make sense and infact rarely manage to say how they feel at all, count yourself lucky he is trying to talk about his feelings with you!

Yes it is a message, but not very hidden. It's good if you want him to like you because that in essence is what he is saying.
