I have a 96 ford explorer with 180,000 miles. For the past 2 weeks when I drive, its been acting up.I can get it up to 30 mph but then it starts to pull like it doesnt want to go any faster. But then If I let off the gas it kicks into 3rd gear and I can go 35-50 with no problem.could it be as simple as changing the filter or does it sound like the actual transmission is going out

A vacuum leak or bad throttle position sensor can cause that.
You only get about 25% of the fluid out by taking the pan off, so you'd have to flush it if you wanted to change the fluid, and no shop will flush a transmission with problems because people would blame the flush when it finally quit altogether.
But, a service that will change the filter and get some new fluid in there would be a good place to start.

Depends when you last changed the fluid and filter. If never or over 100,000 miles ago, I'd try that first.

Have the fluid changed and the screen cleaned should solve you problems

your transmission may be going or you just might need to change the transmission fluid.
